February HCA Meeting

The Board of Directors of the Huntwick Civic Association will hold its next regular monthly meeting on Tuesday, February 12, 2019, beginning at 7:30 p.m. at the Huntwick Recreation Facility, 5300 Coral Gables.  
Once this meeting has been called to order, we will immediately enter executive session to accommodate a closed hearing requested by a Huntwick homeowner.  
The regular business portion of the meeting will begin after the hearing at approximately 8:00 p.m.  A second executive session will be held following regular business.  
Please note this change to our typical agenda and plan your attendance accordingly.

Dear Neighbors,

Thank you for taking time from your busy schedule to participate in this neighborhood event. In anticipation of a large and interested turnout, we want to be clear about a few things:

  • This is a presentation. It is not a debate.
    Its purpose is to present to the Huntwick public a proposed set of options to enhance the security, privacy, and value of Huntwick.
  • No votes will be taken on this issue at this meeting.

We also anticipate many questions, and we want to be able to entertain and answer them. Therefore, we are offering three ways to allow your voice to be heard:

  1. Questions in advance: You can check and submit online at https://huntwickforest.com/gating-questions-and-answers/ or via e-mail to webdirector@huntwickforest.com. These will be scanned to alleviate repetition. You are welcome to remain anonymous or reveal your name; please indicate your preference when you submit your questions. Please make sure that your questions are relevant, clear, concise, and civil. Questions that do not meet these criteria will be deleted. Questions might be edited for clarity, brevity, and tone.
  2. Questions on site at the presentation: Please bring paper and writing instrument with you to the meeting and please hold all questions until the end of the presentation. If you wish to remain anonymous, don’t write your name on your paper. If you wish to be attributed, please add your name. These written questions will be collected by board members, then scanned for repeats while the advance questions are being read and answered. Once the scanning is complete, the moderator will read the newly submitted questions and they will be answered.
  3. Following this “formal” part of the Q&A, if you have remaining questions that have not been addressed, please raise your hand and a microphone will be brought to you. Please state your name. You are limited to two minutes.

And now, before I close, I want you to know that:

  • We want to hear you, and we also want to hear everyone else who has something to ask as well; so please do not speak while someone else is speaking. This interferes with everyone’s ability to hear and is disrespectful to the designated speaker.
  • A document of the Q&As will be created and made available to all Huntwick residents upon request, as will a printed version of the presentation.

Pursuant to Section 209.0051 of the Texas Property Code notice is now given that a special meeting of the board of directors and residents of Huntwick Forest Subdivision has been called by the Board President Joel Moore and will be held on January 31, 2019 at 7:30 PM at the Champion Forest Baptist Church Multi-Purpose Building located at 15555 Stueber Airline, Houston, Texas 77069 for the following purpose:

  1. A presentation will be given to discuss the feasibility of erecting security gating around the neighborhood.
  2. Allow a forum for questions and answers

Concerning the Security Gating


I think it is time to address some of the questions, concerns, and rampant innuendo regarding the proposed privatization and gating of Huntwick. As your president, I have remained off-line with my opinion and will continue to do so; however, for now I would like to clarify in simple terms the position of the HCA and our duties as a Board of Directors.

First and foremost, the Huntwick Civic Association Board of Directors is and always will be a neutral body. Our volunteer responsibilities include serving at the pleasure of the residents of our subdivision, using our governing documents and retained legal counsel as guides. We do our best to act in the interests of our neighbors when it comes to situations both public and private that can significantly influence their lives. It also needs to be pointed out that we are governed by Articles of Incorporation. We as a Board cannot unilaterally proceed with any capital-improvement project without exhaustive discussion, followed by a special called meeting with written notice given to each resident no less than 15 days in advance.

The concept of gating a community of our size is monumental and takes an incredible amount of research and fact-finding. Our neighbor, Barbara Hodge, at the invitation of the Board, volunteered to take on this mantel of responsibility more than a year ago. As you can imagine, the collection of data necessary to formulate an accurate presentation is by no means an easy task. At our most recent monthly board meeting, Barbara explained that she has much data and budget information to share. We, as a board, will be most happy to review this information and determine if there is sufficient data to present in an open meeting[C21] of the HCA membership.

There are two other issues that must be addressed separately as it pertains to this project. First, the purchase of the clubhouse and common grounds from HCWCID #116 and second, the acquisition[C22] of the streets from Harris County—two equally monumental tasks. Each one of these topics must be addressed individually, with their own posted meeting and capital-improvement election. So, to assume that the HCA can run this by the 833 residents and homeowners of Huntwick in short order is far from reality.

In closing, I will reiterate that the Huntwick Civic Association Board of Directors has not acted, cannot act, and will not act outside the governing Articles of Incorporation within which we work. All projects big and small initiated by our residents will be reviewed and acted upon within legal and feasible boundaries. We both welcome and appreciate our residents’ continued interest in improving our neighborhood for another 50 years.
